We evaluated the David and Lucile Packard Foundation’s 10-year grantmaking program to achieve voluntary quality preschool for all 3- and 4-year olds in California. The Packard Foundation’s grantmaking strategy aims for a substantial and sustainable preschool policy commitment that will eventually benefit more than one million children each year. 

Our evaluation both returns information on outcomes and focuses on continuous feedback and learning. It is guided by a theory of change that shows how the grantmaking strategy’s advocacy, research, and local preschool program activities connect to interim outcomes that then set the stage for long-range policy goals. The evaluation uses the theory of change as a touchstone against which to examine the strategy’s progress.

We use a variety of methods—including some new and innovative methods developed specifically for this project—to explore questions about the grantmaking program’s momentum and likelihood of success. Our methods include bellwether interviews, media tracking, policy tracking, policymaker ratings, and grantee reporting.
